The MacArthur Foundation supports the pilot phase of the programme with focus on the Universal Basic Education Commission (UBEC), the agency responsible for regulating basic education in Nigeria, and the Nigerian Electricity Regulatory Commission (NERC), which is the independent regulatory body responsible for the regulation of the electric power industry in Nigeria.
